Summary

The Rehabilitation Grants Scheme is a £3 million initiative running from 1 April 2026 to 31 March 2029. It aims to fund projects that support rehabilitation outcomes across public sector prisons, probation services, and the youth custody estate. Grants will be awarded through a fair and transparent competition, with individual awards ranging from £50,000 to £150,000 per financial year. Projects may span from 6 months to 3 years and must align with HMPPS’s rehabilitation strategy and ministerial priorities, contributing to reduced reoffending and improved public protection. We are committed to working in partnership with VCSE organisations to shape a future where rehabilitation support is responsive, effective, and grounded in lived experience.

This is a two-stage competition comprising:

Stage One – Eligibility Assessment

Will commence on the e-sourcing platform Jaggaer on 22nd September 2025 and will close on 6th October 2025 12pm (noon).  Clarification questions can be asked until 26th September 2025 12pm (noon)

Stage Two – Full Competition

This will be by invitation only.  Bidders successful at Stage One will be invited to submit a full bid for this competition.

Please note that the competition of this grant scheme will run in parallel with the Commissioned Rehabilitative Services (CRC) contracts for Men's Rehabilitative Services. These are two separate funding opportunities with the different timelines and processes.

Eligibility

Applicants must be VCSEs.

The voluntary sector organisation(s) receiving the grant should be a registered charity or social enterprise.

Objectives

·       1. To engage VCSE organisations in funding evidence-based projects to reduce reoffending and facilitate rehabilitation across the criminal justice system.

·       2. For VCSE organisations to propose and test mechanisms and opportunities in support of the Indpendent Sentencing Review recommendations.

Dates

The first stage of the competition will go live on 22nd September 2025

Clarification questions can be asked until 26th September 2025 12pm (noon)

The first stage will close on 6th October 2025 12pm (noon)

Bidders will be notified of the outcome of Stage One by  24th October 2025.

All bidders that pass Stage One will be able to proceed to Stage Two which will be by invitation only and will involve submission of a full bid. The Stage Two ITT is expected to go live on 29th October 2025 with the deadline for full submissions being 28th November 2025 (indicative).
