The Authority, His Majesty’s Prison and Probation Service (HMPPS) is issuing a market questionnaire to identify suppliers interested in delivering Welfare Support to British Citizens Imprisoned Abroad upon their return to the United Kingdom. British citizens returning from overseas imprisonment often face serious challenges—such as lack of housing, employment, or access to benefit and welfare services along with loosing contact with family and friends. There is no statutory support for these returnees, and the probation services only cover those released from UK prisons. Delays in benefit processing can leave returnees destitute, homeless and at risk of reoffending. Some may also be high-risk individuals with complex support needs.

Summary

Purpose

To provide advice and support services for such returnees through the first weeks of their return to the UK; liaising, where appropriate, with relevant criminal justice and other agencies. While the grant is primarily intended to fund services in the UK, contact with returnees will need to be established prior to their return.

Aims and Objectives

·       To prevent deprivation among returnees from imprisonment overseas and to support their efforts to build positive outcomes and reduce the likelihood of re-offending,

·       To reduce the isolation and deprivation experienced by both prisoners abroad and their families in the UK, and to facilitate the returnees reintegration into the community.

·       To provide advice and guidance on access to welfare support, access to housing, and on return to work.

·       To ensure that appropriate data sharing takes place with the authorities in the UK to enable actions to be taken on the basis of public protection for high risk individuals.

Funded Activities

·       Face to face and telephone support on access to welfare provision to returnees to the UK and follow up with suitable support to avoid destitution.

·       Face to face and telephone advice, support and guidance on housing provisions to returnees to the UK and follow up with suitable referrals to avoid homelessness.

·       Work preparation advice and support to returnees returning to the UK through face to face interviews and by telephone.

·       Help and support to returnee to the UK to maintain or re-establish contact with family members resident in the United Kingdom.    

·       Liaise with relevant criminal justice and other agencies to provide appropriate support to high-risk returnees  to the UK.
