Jobs Guarantee
The Jobs Guarantee will provide a fully funded six-month paid job to eligible 18–24-year-olds who have been on Universal Credit and looking for work for 18 months. The scheme is intended to provide long term unemployed young people with meaningful work and support to gain skills and experience through work, to improve their chances of moving into sustained employment after the scheme. The Jobs Guarantee will be delivered through Delivery Partners who will source and match young people to jobs and provide wraparound support and training. We are seeking bids from organisations with relevant experience to deliver the scheme for 2 years from November 2026, in up to four of the 25 Delivery Areas across Great Britain.

Summary
The Jobs Guarantee is a central part of the Youth Guarantee, supporting young people to take the crucial first step into sustained employment where earlier support and opportunities may have not worked.
Under the scheme eligible young people aged 18–24 who have been claiming Universal Credit and looking for work for 18 months will be guaranteed a 6 month fully funded job. The Government will fund 100% of employment costs for up to 25 hours a week at the relevant minimum wage, alongside tailored employability support to help participants succeed in their role and progress into sustained employment.
Our first phase of the Jobs Guarantee launched in April 2026 across six areas, allowing us to test the model. We have seen strong demand for phase one of the Jobs Guarantee.
We are now building on that foundation and rolling the Jobs Guarantee out nationally and expect to support more than 90,000 eligible young people over the next three years.
The scheme will be delivered through DWP funded Delivery Partners across GB. Each Delivery Partner will deliver in one or more of the 25 delivery areas.
Delivery Partners appointed to run the programme will play a central role in making this a success. Utilising their knowledge of the local labour market they will work with employers to create opportunities, matching young people to roles and providing them with tailored support and training throughout time on the scheme.
This national rollout is a major step towards delivering on our commitment to ensure every young person can fulfil their potential, breaking down barriers and making sure opportunities are accessible to those who need them most.
Eligibility
To deliver the Jobs Guarantee across GB, we are looking for organisations with relevant experience of working with long-term unemployed and disadvantaged young people, and an understanding of the local labour market conditions. DWP welcomes grant applications from a wide range of organisations with experience delivering employment, skills, youth, and wraparound support services, including but not limited to:
specialist employment support organisations,
charities, non-profits, and social enterprises,
local authorities,
Mayoral Strategic Authorities (MSAs).
Delivery of the Jobs Guarantee should align closely with the goal or mission of the grant applicants, funding should permit successful organisations to advance their goal or mission.
Delivery Partners can partner with – or subcontract to – other organisations to deliver aspects of the Jobs Guarantee. For example, it may be appropriate to subcontract the provision of specialist support which the Delivery Partner cannot provide themselves.
Applicants must demonstrate capacity to deliver at the required scale in the relevant geographic area and to be able to stand up the scheme at the required pace to start accepting referrals from November. In these cases, there will still need to be a lead Delivery Partner who is responsible for the delivery of the scheme and is the primary contact for DWP.
Organisations can bid for all areas but will only be awarded the grant as the lead Delivery Partner in a maximum of four.
A separate bid will be required for each area.
The general requirements of delivery organisations are detailed in the National Jobs Guarantee Scheme Grant Guidance. Delivery Partners must be able to deliver across the full delivery area they are bidding in, for the full number of expected referrals, and meet the minimum turnover criteria for the area they are bidding in.
Applicants must confirm they are able to comply with the requirements of the scheme and by applying are confirming they are eligible for the scheme.
Objectives
The Jobs Guarantee aims to break the cycle of long-term unemployment for eligible young people, addressing the lasting impacts of being out of work and enabling participants to build skills, confidence and long-term, sustainable employment.
The objectives of the Jobs Guarantee are to:
Ensure that every eligible young person is guaranteed a suitable job.
Ensure that eligible young people on the scheme have the support that they need to address their barriers to employment, so that they are able to gain skills and experience from 6 months of continuous employment that will help them make the transition into sustained employment.
Each participant will receive:
25 hours per week of fully funded paid work for six months. Employers may self-fund additional hours or higher wages.
Wraparound support and training to help them succeed on the Scheme and transition into sustained employment.
Delivery Partners will be responsible for:
Administering the scheme.
Working with employers to source suitable jobs.
Matching young people to suitable jobs which meet the requirements of the scheme.
Providing wraparound support and training to the young person. throughout their time on the scheme to help them to succeed.
End of placement support.
Monitoring and reporting.

Applicants may submit questions relating to their grant application to the Jobs Guarantee team at dwp.jobguaranteeteam@DWP.GOV.UK. The final date to submit questions is 17:00 Friday 26 June. Responses to questions will be posted on GOV.UK on a rolling basis.
